Visit the 26th Annual St. Charles, IL Scarecrow Fest on October 7th through October 9th


      For the 26th year, St. Charles, IL, will be hosting its'
Annual St. Charles Scarecrow Fest. This year's Fest is being held October 7th through October 9th.
 

     Although this event is celebrated in many areas and locations of St. Charles, the central location for the Fest is to be found on the west side of the Fox River at Lincoln Park.  This is where you will find the many hand-made scarecrows featured at the Annual St. Charles Scarecrow Fest.
  
     Once again this year, there's great entertainment and activities planned, a carnival, a huge Fall Craft Show, food vendors galore, and much more!  Convenient shuttle transportation is available for the over 100,000 visitors that attend the St. Charles Scarecrow Fest annually. (Click here for a schedule of planned entertainment) 
 
 
 
     Attendees can also participate in making their own scarecrow if they choose.  In fact, there is a Scarecrow Contest open to those hoping to use their creative skills and talents.  It's FREE to enter the contest, whether an individual, a family, group, community organization, or business. 
 
 
 
     If hoping to enter the annual Scarecrow Contest, entry forms (CLICK HERE) must be received by the Greater St. Charles Convention and Visitors Bureau by no later than October 1st, 2011.

The "Giving Garden" Program. How to Donate or Participate in Kane, DuPage, McHenry, Cook, and Lake Counties, in Illinois

 
     
    While reading the online Daily Herald today, I ran across information on the "Giving Garden" effort sponsored by the paper.  Given I had just posted an article regarding Chicagoland Farmer's/French Markets  recently on my own blog site, the colorful ad and article really caught my eye.
    
     Every summer, the Daily Herald newspaper sponsors what they call the "Giving Garden" program.  For those gardeners with green thumbs (and producing extra fruits and vegetables) in the Chicagoland counties of Kane, DuPage, Cook, McHenry, and Lake counties, in IL ... this program offers an opportunity to help their fellow residents suffering from the present economic downturn.  For families having a hard time putting food on their table, this is a godsend program.
    
     Many community organizations also take part in this annual sponsored program.  Cub Scout Pack 1047 of Gilberts, IL has planted a "Giving Garden" again this year that will benefit this charitable annual summer effort.  Through their efforts, the members of Cub Scout Park 1047 will grow, tend, and harvest well over 1000 vegetables for contribution.  In past years, this Pack has donated all of their crops to the FISH food pantry in Carpentersville.  Their efforts helped feed the 400+ families that turn to that organization for assistance.
    
     This is definitely a "win-win" effort for all that take part.  There is the obvious win for those receiving these healthy foods for their families.  But it is a huge win for the contributors too.  They know that the extra foods they produce will not go to waste and will find their way to good use.

     It's "THAT" time of the year again.  All across the collar counties of Chicago, property/home owners are receiving (or soon will be) their 2010 Property Tax Bills.  Within these counties, 1st installments of these tax bills are due in June and the 2nd installment in September, as a rule.
    
     While the majority of the property/home owners with a mortgage have their property taxes paid directly out of Escrow Accounts held by their loan servicer, the "sting" of paying property taxes still exists. 
 
     I can tell you by the activity I have seen through my Twitter and  Facebook accounts, the arrival of the property tax bills has set-off a firestorm of conversation and controversy.  I can also tell you from being a mortgage lender in Chicagoland, my phones start ringing every year with their arrival too.  The arrival of property tax bills typically gets homeowners thinking about the possibility of refinancing (a link to my Chicago Bancorp refinancing information) their homes.  It's my job to see if it's wise .. or a possiblity to do so.
 
     For many homeowners, the "equation" and method their county governmental taxing bodies utilize for arriving at the amounts due on propertytax bills is somewhat shrouded in mystery.  So I'm going to attempt to answer here within this post, some of the questions I most often hear surrounding property tax bills themselves.
 
     This year in particular seems to offer a multitude of interesting scenarios regarding property values, to say the least.  At least in a majority of our Chicago and Chicagoland area, property values have dropped fairly significantly during the last 3 years.  Some areas have most assuredly been hit harder than others, with declines seen in some statistical areas being as much as 40 - 50% since the housing value "peak", considered by most to be the year 2007.  
 
     As a result of their property values declining, most homeowners are expecting to see a corresponding drop in their home's/property assessed values, and a drop in their actual property tax bills when they receive them.  However, they are many times disappointed as this drop does not typically happen immediately.
 
    Why?
 
    There are thousands of differing types of property found within each township, varying in property types and property usage.  These properties can represent vast extremes.  Anything from nuclear powerplants, vacant land parcels, warehouses, to residential and more can all "reside" within a governmental taxing body's borders. Family residences are our primary focus here within this post.
 
    
     But whatever property considered, properties are NOT inspected for re-assessment each and every year.  Nor are the "comparables" for each property.   This is done typically on a rotating 3 year average.
 
     According to the  Supervisor of Assessments Office in Will County, IL( www.willcountysoa.com  for answers to frequently asked questions) the actual assessed value of a property is arrived at by the 3 (three) most recent years of sales activity for that property ... and surrounding properties.
 
     This three (3) year average accounts for a more stable assessed property level.  It will not however, allow for quickly changing market swings ... such as those that are being experienced currently across Chicagoland and much of the nation. Assessors (public officials that establish the value of a property for taxation purposes), for lack of better terminology are ... playing "catch-up" on property assessments.  And that can work in a property owner's favor in an upswinging market ... or against them, as in the market we are presently experiencing. 
 
     There is also an "equalization factor" that is differing and separate for each village/county/state that is distinctive to the township you reside in.  This equalization factor further confuses many homeowners/property owners.  As the factor may not remain the same for each year's tax bill.  It "floats" and changes. 
 
      According to the Will County Supervisor of Assessment's definition, an  "equalizationfactor"  is: Equalization is the application of a uniform percentage increase or decrease to assessed values of various areas or classes of property in order to bring assessment levels, on average, to the same percentage of market value.  Equalization of assessed values is important (and performed) at each level of government - township, county and state.  Chief County Assessment Officers (CCAO), County Boards of Review and the State possess certain powers to equalize assessments.
     Perhaps the best information that I can pass on to readers here surrounds the steps to betaken should you wish to appeal/protest your taxes... which is actually a protest of your property's assessed value.
 
    
    Should you feel that your property is being unfairly assessed, you must provide a basis for your protest with hard factual data.  Much of this data can be compiled by the property owner themselves.  Other property owners feel the need to hire a  licensed real estate appraiser to do a report.
 
     In most cases, an  appeal/protest  and compiled factual data must be presented within 30 days of receiving your PROPERTY ASSESSMENT NOTICE ... not the property tax bill itself.  (Please check with your property'stax assessor's office for the timing of your property assessment mailings.) 
 
    Again ... waiting for your actual property tax bill to arrive is TOO LATE. You are protesting/appealing the ASSESSMENT of your property, not the tax bill itself.  Stay in tune and aware of the release of new/re-assessments of properties that will reflect and assist you with your own appeal/protest.  There are strict guidelines and timeframes in which you must work should you hope to be successful in appeal/protest of your taxes.  Each county has its own specific rules, regulations, guidelines, and timeframes.  You may not be able to rely on a friends, relatives, or co-workers set of guidelines for your specific property.

Belinda the Bullfrog needs our help! She's misplaced her eggs in the Ladd Arboretum. During the one-hour program on Saturday, April 23, City of Evanston Ecology Center staff will teach children all about frogs.  Participants will help Belinda find her eggs, followed by activities and a craft. 
Bring a basket or bag for collecting
A special area is reserved for egg hunters 18 months to 4 years of age

The Prescription/Non-Prescription Drug & Medication Disposal & Take Back Programs for Lockport, IL & Will County, IL

 
 
 
    Previously, I wrote a post regarding the  Geneva, Illinois  and St. Charles, Illinois police departments offering a very beneficial program in which they aided their residents with the disposal of unused prescription medicines
    
    I wanted to update that post with the following information regarding other municipalities in the Chicagoland area that offer similar prescription disposal programs. 
    
     This new information posted here is for the  City of Lockport, Illinois ... and also the  County of Will's Medication Take-Back Program.  I hope this new information assists the residents in these areas with the disposal of their unusedprescription medicines.
    
     In Lockport, Illinois ... the Drug Disposal Collection location is found in the Lockport Police Department lobby, located at 1212 So. Farrell Road, Lockport. 
    
     Accepted prescription and non-prescriptions medicines (pills, salves, liquid medications in original container) must meet the following criteria to be accepted at the Lockport disposal site:
 
  •      Items not in their original containers MUST be packaged in non-leaking containers.
  •      Remove any personal information contained on the bottle or medicine.  This safeguards your identity.
     
    Unacceptable items include:  needles, IV bags, medical waste, other sharp items, and thermometers.
    
    The disposal container for the Lockport, Illinois site is available 24 hours a day, 7 days a week.  Those medications collected at this site are removed and taken to an approved Environmental Protection Agency (EPA) location for safe disposal.  Further information regarding the Lockport, Illinois Drug Disposal Program can be directed to the Lockport Police Department's Crime Prevent Unit.  Their number is:  815.838.2132, Ext. 2219.
    
     The  Will County (IL) Medication Take-Back Program was created to address the growing concern of medication/drug disposal and the problems disposal can create.  By creating this program in 2007 along with the assistance of the Illinois EPA and local pharmacies,  Will County, IL  hopes to reduce materials of this type ending up in landfills. 
    
     Program management also asks that residents of Will County avoid "flushing" old/unwanted medications down a drain or toilet.  It has been proven that many of these chemicals/pharmaceuticals are surviving water infiltration and treatment facilities and end up in drinking water.
    
    The County of Will (IL) also offers One-Day Household Hazardous Waste Collection Events ... which also accept medicines/drugs.  
    
      Items accepted through the  Will County (IL) Medication Take-Back Program  include:
 
 
  •      Over-the-Counter Medications
  •      Medical devices containing mercury (barometers, blood pressure units, thermometers, etc.)
  •      Prescription Medicines
  •      Prescription Inhalers
  •      Over-the Counter Inhalers
  •      Medicated Ointments
  •      Medicated Shampoos  (both human and pet)
  •      Liquids containing Medications
  •      All the above can be Expired or Unwanted items
    
     Those items NOT accepted through this program are:
 
  •      Bio-Hazardous Materials
  •      Radioactive Materials
  •      DEA Controlled Substances  (Illegal Drugs, Narcotic Medications)
  •      Sharps/Needles
  •      Other Household Wastes
 
     Again, all the following steps should be taken prior to dropping off the unwanted/unused medications:
 
  •      All items should be generated by the public/residents. NO BUSINESS OR DOCTOR'S OFFICE can take part in this program.
  •      Black-out or remove any personal information or label that is on the medication being disposed of.
  •      Drop-off unwanted/unused medications during disposal site's operating hours only.

     The Will County (IL) Medication Take-Back Program personnel and administrators ask that those residents dropping off items follow the above guidelines and directions ... and take care to drop-off items only to disposal side personnel or at pharmacies involved.  All medications/drugs disposed of through the  Will County (IL) Medication Take-Back Program are destroyed.
